Finally, an answer mail has arrived. It's been five weeks and two days. Fortunately, it was approved at once.To apply for an ad-sense, you need to copy and paste the ad-sense code between the <head></head> tags on the site, but you don't need to replace the blogspot with this code if it's already inserted in the page.
But I don't know if it's a coincidence or inevitable, but after 5 weeks and 2 days, I haven't received any reply, so I deleted the ad-sense code under <head> and pasted the ad-sense code above </head>.
Approve mail arrived about 2 hours later. If you're running a blogspot and you don't get an answer (approval) email after 5 weeks like me, please try the above method.

(ads.txt not accepted: Ad requests from this site will be rejected because the publisher ID was not found in the ads.txt file for this site. Copy the publisher ID and paste the custom ads.txt in the blogspot settings. It may take a few days for your changes to be updated.)
